The highly anticipated 2023 Taiyuan Energy Low-Carbon Development Forum ended successfully on September 8. Over the past few days, guests and friends from all over the world have gathered in Shanxi, with the theme of "Smart Energy, Green and Win-Win", singing "Global Voice", listening to "China’s Plan", witnessing "Shanxi Action", and jointly participating in the energy revolution. To contribute wisdom and strength to promoting extensive exchanges in the global energy field and building a new picture of open and win-win international cooperation.
The forum was rich in content. Nearly 5,800 guests from 40 countries attended the opening ceremony and summit forum, 4 international conferences, 11 parallel forums, 2 special events in Shanxi and a series of related activities, etc., participating in different ways, exchanging advanced ideas, exploring cutting-edge issues, showcasing the latest achievements, and deepening practical cooperation. The forum cooperation achieved fruitful results. It signed 8 memorandums of understanding and letters of intent for sister cities, and released 19 major information such as the White Paper on Digital Energy Development in 2023. The provincial government signed a series of strategic cooperation agreements with central enterprises such as China Datang and China Baowu. Relevant provincial enterprises, cities and counties, development zones and subsidiaries of central enterprises signed a number of cooperation projects. As of 12 noon on September 8, the forum signed a total of 52 key investment cooperation projects, with a total investment of 62.061 billion yuan. The influence of the forum continued to expand, and people from all walks of life through the forum platform, in-depth understanding and extensive discussion of new trends, new propositions, and new practices in the energy revolution, have expressed their strong willingness to enter Shanxi, start a business in Shanxi, and deeply cultivate Shanxi, share new opportunities for low-carbon development, and create a new chapter in the energy revolution, empowering Shanxi to accelerate low-carbon and green development.

Since its establishment in 2016, under the cordial care of the Supreme Leader Chairperson, with the strong support of relevant national ministries and commissions and all sectors of society, and with the extensive participation of the international community, the Taiyuan Forum has gradually become a high-end dialogue platform, results release platform and international cooperation docking platform in the field of low-carbon energy with world influence. Especially for the 4th Taiyuan Forum in 2019, the Supreme Leader Chairperson personally sent a letter of congratulations and sent an invitation to the world to strengthen cooperation in the energy field and maintain global energy security, which received extensive attention.
This year’s 7th Taiyuan Forum is the first forum after the successful convening of the 20th National Congress of the Communist Party of China, and the first forum after the World Health Organization declared the end of the COVID-19 pandemic global health emergency.

The congratulatory letter thoroughly implements the new energy security strategy put forward by the Supreme Leader Chairperson, has a deep insight into the new trend of world energy development and the new changes in the global energy system, and clarifies that the Chinese government is willing to work with the international community to promote the establishment of a global clean energy partnership, comprehensively strengthen energy governance and technical cooperation, and make new contributions to global energy security and energy transformation. Zhang Guobin, director of the Climate Division of the Ecological Protection and Restoration Department of the State Forestry and Grassland Administration, said at the Green Carbon Sink High-Quality Development Forum that the implementation of the deployment of the peak carbon dioxide emissions carbon neutrality "1 + N" policy system, the State Forestry and Grassland Administration will work with relevant departments to issue the "Action Plan for Consolidation and Enhancement of Ecosystem Carbon Sink Capacity". Leveraging the fruitful results of the forum, we strive to find a low-carbon road with Shanxi characteristics
China attaches great importance to the energy revolution and green low-carbon development. The General Secretary of the Supreme Leader personally advocated, planned, and promoted it, and made special arrangements in the report of the 20th National Congress of the Communist Party of China. The Party Central Committee insists on incorporating peak carbon dioxide emissions carbon neutrality into the overall layout of ecological civilization construction and the overall economic and social development, based on basic national conditions and energy endowments, accelerate the green and low-carbon transformation under the premise of ensuring energy security, with an average annual energy consumption growth rate of 3% supported more than 6% of economic growth, built the world’s largest clean coal power supply system, hydropower, wind power, photovoltaic power generation installed scale for many years ranked first in the world, the current national renewable energy installed capacity has exceeded 1.30 billion kilowatts, historically more than coal power, has made an important contribution to promoting global carbon emission reduction cause.
As an important comprehensive energy base in the country, Shanxi has an irreplaceable strategic position in the national energy pattern. Since the Party Central Committee entrusted Shanxi with the national mission of comprehensive reform pilot of energy revolution in 2019, the whole province has earnestly implemented the new energy security strategy and "double carbon" goal proposed by the Supreme Leader General Secretary. On the basis of fully ensuring national energy security, we will comprehensively promote energy consumption, supply, technology, system revolution and international cooperation. We will adhere to the strategic positioning of "five bases". Based on our province’s energy resource endowments and comparative advantages, we will accelerate the construction of a coal green development and utilization base, an unconventional natural gas base, an electric power delivery base, a modern coal chemical demonstration base, and a coal-based scientific and technological innovation transformation base. Data show that the province’s coal production for three consecutive years ranked first in the country, advanced production capacity accounted for more than 80%, has built 46 intelligent coal mines, 1161 intelligent mining face, coalbed methane production accounted for more than 80% of the country, coal clean and efficient low-carbon utilization technology made a new breakthrough. New energy and clean energy installed capacity reached 54.62 million kilowatts, accounting for 43% of the province’s total installed capacity, of which photovoltaic power generation installed capacity exceeded 20 million kilowatts, hydrogen energy, geothermal energy, new energy storage, modern coal chemical industry, energy Internet and other cutting-edge technologies and emerging industries to accelerate development.
In the process of further accelerating the transformation and development, Shanxi has vigorously developed strategic emerging industries and modern service industries with low energy consumption, low emissions, high technology and high efficiency, promoted the greening, low carbonization and intelligent transformation of traditional industries, and the energy consumption intensity and carbon emission intensity have continued to decline significantly.

At the Iceland Guest of Honor Forum, Zhao Xin, a member of the global board of directors of Iceland Polar Green Energy Company and general manager of China, introduced that Iceland Polar Green Source has cooperated with Sinopec to obtain the Tanghuai Garden of Shanxi Comprehensive Reform Demonstration Zone, as well as the heating concession agreement between Quwo County, Linfen City and Jiang County, Yuncheng City; and Linyi County, Yuncheng City will sign the "Strategic Cooperation Framework Agreement on Comprehensive Development and Utilization of Geothermal Resources" to actively help our province’s atmospheric smog control and economic and social green development.

Geely Jinzhong Base is the first batch of "chain owner" enterprises in Shanxi Province, forming 60 supporting affiliated enterprises in the province, with 1-character trucks, 5-character special vehicles, 6-character buses, 7-character cars, etc. Every 90 seconds, a car rolls off the assembly line. Relying on the "chain owner" enterprise of Geely Jinzhong Base, the output value of automobiles in Jinzhong City will reach 23.30 billion yuan in 2022, accounting for more than 95% of Shanxi Province’s output. Methanol vehicles have become a new logo of Jinzhong’s manufacturing industry.
