In today’s world development landscape, there are two distinct contrasts: on the one hand, the world’s economic recovery has been sluggish after the international financial crisis, and the Western world has fallen into an unprecedented institutional crisis; on the other hand, China’s economic and social development achievements have been remarkable, indicating a bright future for the path of socialism with Chinese characteristics.
The Chinese plan and the Chinese way of thinking have become hot topics around the world. Among many inquiries, American China expert Robert Kuhn has concluded that the key to the Chinese miracle lies in the extraordinary leadership demonstrated by the Chinese Communist Party’s long rule.
Looking at political parties around the world, only a handful have been in power for more than 30 consecutive years. The Communist Party of China has been in power for 68 years and led the Chinese people to achieve brilliant achievements. It has written a world-renowned "China policy" for the long-term governance of political parties.
Advanced theory, road fit – advanced theory combined with specific national conditions to explore a path of socialism with Chinese characteristics suitable for its own development
In 2008, the financial tsunami swept the world. In the same year, according to data from the German publishing house Karditz, sales of "Das Kapital" nearly tripled and were temporarily out of stock. "Rediscovering Marx" has become a new voice in the West’s reflection on the crisis. American economist Robert Heilbroner lamented that to explore the future of human society, we must learn from Marxism.
Marxism reveals the universal truth of the development of human society. The Communist Party of China has always adhered to Marxism as the guiding ideology and made it the ideological core that unites hundreds of millions of Chinese people.
From leading the national independence and liberation struggle during the revolutionary period to exploring the road to national prosperity and national strength in the era of reform and opening up, the Communist Party of China has combined Marxism with China’s reality and produced significant theoretical achievements in the sinicization of Marxism.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee with the supreme leaders as the core has closely focused on realizing the goal of "two centenary years" and the Chinese dream of the great rejuvenation of the Chinese nation, raised the flag and oriented, and promoted the overall layout of "five in one" and the strategic layout of "four comprehensive".
Gennady Zyuganov, chairperson of the Central Committee of the Communist Party of the Russian Federation, said frankly: "After witnessing China’s development with my own eyes, it is certain that China’s incredible leap-forward development is based on never giving up the direction of socialist development."
The direction determines the road, and the road determines the fate. In the late 20th century, some countries copied the Western model and transformed their economies with neoliberalism and the "Washington Consensus". The result was political instability and economic recession, and the lesson was profound.
The Communist Party of China has always represented the fundamental interests of the vast majority of the Chinese people, rather than the special interests of any interest group
In April this year, Javier Miranda, chairperson of Uruguay’s ruling "Broad Front", led a delegation to the Nujiang River in Yunnan Province to investigate China’s targeted poverty alleviation. He was deeply impressed by the intensity and results of the "Fifth-level Secretary of the Communist Party of China’s poverty alleviation".
As chairperson of Uruguay’s ruling party for three consecutive terms, Miranda knows the difficulties of long-term governance. "The most important responsibility of the ruling party is to maintain fairness and justice in society. In this regard, the Chinese Communist Party has set an example for ruling parties in other countries."
Adhering to the people-centered development concept, insisting that development is for the people, development depends on the people, and the fruits of development are shared by the people, and continuously enhancing the people’s sense of gain on the basis of economic development is the key to winning the support of the masses for the Communist Party of China.
The people are the foundation of the state, which is the traditional Chinese governance wisdom.
From Mao Zedong’s "Long live the people" to the Supreme Leader’s "The people’s yearning for a better life is our goal", serving the people wholeheartedly and always representing the fundamental interests of the broadest masses of the people, rather than the special interests of any interest group, is the foundation of the long-term governance of the Communist Party of China.
Ayken Konurov, secretary of the Central Committee of the Communist People’s Party of Kazakhstan, pointed out: "The political experience of leading cadres of the Chinese Communist Party starts from the grassroots level. They are familiar with the masses, understand the suffering of the people, and always put the interests of the people first. This is the fundamental difference between the Chinese Communist Party and the ruling parties in western countries."
In today’s world, with rapid economic and social development and changes, emerging classes continue to emerge, and traditional ruling parties are generally facing the challenge of shrinking their social foundation. The positioning of always representing the fundamental interests of the broadest masses of the people makes the representation of the Communist Party of China unparalleled by other political parties.
As the ruling party, the Communist Party of China has kept pace with the times to unite and attract advanced elements from all walks of life to join it, better build consensus, and seek the greatest common denominator that the Communist Party of China represents the interests of the people of the whole country. This has enabled the long-term ruling social mass base to be continuously consolidated and expanded.
Selecting talents and being able to govern the party strictly – the reason why the Communist Party of China can remain invincible is inseparable from its super self-innovation and self-purification capabilities
Are China’s leaders really better than ours? asks the American "Politics" website.
Whereas the Chinese Communist Party’s leading cadres are selected through the most rigorous selection process, US lawmakers can enter Congress by grandstanding to voters. After some comparison, the website Politics asked: "Can our elected leaders really meet their standards?"
An article in the US magazine Foreign Affairs pointed out that the Chinese Communist Party’s cadre selection and election mechanism is based on performance and talent, and its effectiveness "may be beyond the admiration of even the most successful commercial companies."
Singapore’s founding prime minister, Lee Kuan Yew, once pointed out in his interpretation of China’s development miracle that it is the most outstanding among the more than one billion Chinese who are at the helm of the country.
The key to good governance is to select the best and appoint the best. The Communist Party of China has always attached great importance to this, and has always regarded the selection and employment of people as a key issue related to the cause of the party and the people. "The key to conducting a great struggle with many new historical characteristics lies in the party and the key lies in the people." This is an important statement of the Supreme Leader.
Meritocracy can make the Communist Party of China’s organizational body full of vitality, and strict governance of the party endows the body with a strong self-purification force. From the pre-existing disciplinary supervision mechanism to the central inspection work becoming a strategic institutional arrangement for intra-party supervision, the Communist Party of China’s self-supervision efforts continue to escalate, providing a strong institutional guarantee for maintaining organizational purity.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee with the supreme leader as the core has insisted on rectifying the four winds, fighting "tigers" and "flies", using the rigidity of "law without exception" and the courage of "strong men breaking their wrists" to stimulate and promote righteousness, so that the people can see the determination and ability of the Communist Party of China to solve its own problems, and the hearts of the party and the people have been inspired.
Gustavo Girardo, director of the Asia and Argentina Research Center in Argentina, said: "The Chinese Communist Party has a strong ability to self-purify and correct itself. Once institutional loopholes or organizational problems are discovered, measures will be taken to correct them in a timely manner. The strong anti-corruption campaign carried out by the top leader is a good example of the Chinese Communist Party’s courage to self-purify."
Strategic wisdom and a long-term vision – long-term stability and ambition have enabled the Communist Party of China to develop strategic planning capabilities that are the envy of ruling parties in many countries
Western-style democratic countries have a long history of internal conflicts. The "government-house dispute" and the "veto game" have caused major policies to be delayed for many years; special interests use lobbying outside the hospital to kidnap decisions; the rise of different political parties to power has brought about national policies "turning biscuits" and causing huge depletion of resources.
Professor Huang Xianghuai of the Central Party School of the Communist Party of China believes that the West has the term "election economic cycle", but the Chinese Communist Party has ensured the long-term stability of the country’s major policies in its governance practice.
Thanks to its long and continuous rule, the Communist Party of China has developed a strategic planning ability for economic and social development. The five-year plan for the national economy is the most typical example. From the "First Five-Year Plan" to the "13th Five-Year Plan" to build a moderately prosperous society in an all-round way, the Communist Party of China has made unremitting efforts for more than 60 years to connect the most ambitious modernization process in human history.
"Our current system cannot implement something like a five-year plan because we cannot hold politicians accountable," wrote an article reflecting on the western system in Forbes magazine.
Robert Engel, the US economist and Nobel laureate, said: "While China is making five-year plans for the next generation, the US is only planning for the next election."
"China is full of confidence in the future because they have planned every step of their way and will not give up the great goal of benefiting all the people. China’s strategic planning is not limited to a five-year plan, and Chinese leaders have put forward two centenary goals for a longer period of time," Zyuganov said.
