Leaders and distinguished guests, I am very happy to participate in the 2021 China Online Media Forum in the beautiful city of Yangcheng. Thank the organizers for building this platform for communication, study and discussion! I would like to take this opportunity to express my heartfelt thanks to all the leaders and media friends who have long cared about and supported the emergency management news propaganda work!
Cyberspace is our common spiritual home. In recent years, we have vigorously promoted the construction of online content, cultivated a positive and healthy online culture, and strived to nourish people’s hearts and moisten society with mainstream social ideological values and moral culture. With the joint efforts and careful care of everyone, cyberspace has become increasingly sunny and warm, and has increasingly become our common beautiful home. People turn on their mobile phones, computers and televisions, and push them with big screens and small screens, home headlines and pop-ups. What comes to mind are more upward forces for goodness, warm and warm pictures, and moments of gratitude. More and more positive energy is flowing, and more and more main themes are on the hot search list. We are delighted to see that the shining light of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era fills the cyberspace, and advanced culture and mainstream values firmly occupy the C position of the network. We are delighted to see that there are fewer "keyboard men" who are keen on online onlookers, eating melons collectively and picking things up. There are more high-quality netizens who love the party, are patriotic, make rational voices and surf the Internet in a civilized way, and seeking truth from facts, being objective and fair have gradually become the common code of conduct for the majority of netizens. We are delighted to see that the network living space of bad information such as thriller, vulgar gossip has been greatly squeezed, the positive energy content that warms people’s hearts and inspires spirit has been widely spread, the network public opinion ecology has undergone fundamental changes, and the positive, healthy and upward atmosphere has become increasingly strong.
The positive changes and good situation of cyberspace provide a broad platform and favorable conditions for us to do a good job in emergency management news propaganda. In recent years, the emergency management department has given full play to the unique advantages and positive role of the online media platform, released authoritative information, explained and interpreted policies, and popularized emergency knowledge, striving to create a good public opinion atmosphere for the reform and development of emergency management.
We take the propaganda of the important exposition of the Supreme Leader General Secretary on emergency management as the primary task. In-depth exposition of the general secretary’s important ideas such as "life is more important than Mount Tai", "people first, life first" and "development must not be at the expense of human life". Around 119 this year, we jointly launched a micro-video "Please Rest assured" with the Communication Bureau of the Central Network Information Office, which showed that the emergency rescue team faithfully practiced the spirit of the general secretary’s motto, and cooperated with People’s Daily to launch the "Flag-awarding implies a profound motto — — The Supreme Leader Raise the Flag for this Team, cooperated with Xinhuanet to launch The Supreme Leader and this People’s Team Going through Fire and Water, and cooperated with CCTV to launch new media products such as "Network Broadcast+Supreme Leader has High Hope for this Team". The total reading volume of related topics exceeded 3.4 billion times.
We regard the release of authoritative information as an important duty. Adhere to the simultaneous development and promotion of disaster response and information release. After the occurrence of major disasters and accidents such as Xiangshui explosion in Jiangsu, Muli forest fire in Sichuan and super typhoon Lichima, we timely released the progress of emergency response and rescue, and guided and coordinated relevant localities to announce casualties and property losses in a targeted manner to respond to public concerns. At the same time, it provides convenient conditions and related guarantees for the news media to report news in time and accurately.
We will tell good emergency rescue stories and popularize emergency knowledge as an important content. During the rescue of the torrential rain in Zhengzhou this year, we launched a short video "This night, they have no sleep" and "My shoulder is your boat" to record the touching scene of the emergency rescue team saving the people from fire and water and helping the people in distress. In the process of forest fire fighting in Mianning, Sichuan, a short video "Forest Firefighters Fighting for 3 Days and Nights Standing and Falling asleep" and "Forest Firefighters Running Happy in Rain when Going Down the Mountain" was released, which was relayed by online media and successively boarded the hot search in Weibo and Tik Tok, with a total broadcast volume of nearly 400 million. In order to popularize safety knowledge, we planned to launch popular science works such as When the lungs of the earth are on fire and I hope you will never use these skills, with a reading volume of over 50 million people. The topic of emergency popular science was opened in Weibo, and the reading volume exceeded 1.3 billion times.
We will publicize advanced models and carry forward the spirit of the times as an important starting point. In recent years, advanced models such as Xiao Wenru, Jiangxi Jiujiang Fire Rescue Detachment, Chen Lu, the person of the year who moved China, and Xichang Forest Fire Brigade, who moved the person of the year in China, have emerged in the emergency management system, and they have become well-known examples through the spread of online media. In conjunction with Tencent News, Sina Weibo, Tik Tok and other new media platforms, we organized a series of online activities such as "People’s Safety Guardian" and "Lighting the Flame Blue". Netizens actively participated, and the related topics were read more than 6 billion times. The online hot words such as Flame Blue, Night Watch and Retrograde became the distinctive signs of emergency management workers.
Emergency management is closely related to the safety of people’s lives and property. In particular, emergencies such as major disasters and accidents have a wide range of influences and high social concern. They are not only news-rich mines, but also natural large-flow pools. How to make good use of this rich mine to shape mainstream value and how to make this large-flow pool surge with more positive energy? We are willing to work together with major media platforms.
The first is to let authoritative information reach the truth. There is a huge amount of information on the internet, especially after disasters and accidents, all kinds of news gather instantly, and the public can’t tell the truth from the false, and even rumors and rumors confuse the audience, which can easily lead to public anxiety and panic. At this time, it is the time when all parties are concerned and need to provide authoritative information and guide online public opinion. The government and the media must not lose their voices. Government departments must publish authoritative news at the first time, dynamically release the rescue progress, and disclose the investigation results in time. Online media should also carefully verify the source of news, cite and spread official news, reduce the space for false news and rumors, and let authoritative information reach the truth directly.
The second is to let the network boutique lead the mainstream. There are plateaus in online content production, and more peaks are needed. During the emergency response period, the government’s dispatch and command on-the-spot decision-making, the rescue team’s life-and-death rescue through fire and water, and the masses’ mutual assistance and self-help are the manifestation of the superiority of the system, the embodiment of mainstream values, and the glory of human nature and the praise of life. We look forward to cooperating with major media platforms, telling touching stories, freezing wonderful moments, jointly creating new media products with information content, emotional quality and value weight, leading the mainstream value with online quality products, making positive energy generate large flow, and making good voice the strongest sound.
The third is to let rational views build consensus. The Internet is a distribution center for ideas, where ideas collide and values compete. In the face of major disasters and complex disasters, various opinions collide fiercely on the Internet, and there is a value orientation behind information dissemination, and the depth of the confrontation of opinions is people’s hearts. We look forward to working together with major media platforms to advocate scientific spirit and call for rational expression.
